Lower Unit 1992 Bayliner

I have a 1992 Bayliner Capri with an L-drive. The problem is that it seems to shift fine when out of the water but won't engage when it's at the lake. The engine starts up without a problem but it just revs - no forward or reverse. Could it be the lower unit? Any info would be appreciated! Ken
