Lower drive no gear

1991 Sea Ray I/O 210BR. Issue I'm having is that in the water I have no forward or reverse, but when I get it home and run it in the driveway I now have forward and reverse. I've dropped the lower drive a few times to see if anything is missing and can't find the problem. The last drive I had I always heard it catch or go thunk when it went into gear. This replacement drive I don't really hear or feel it go into gear while it's in the driveway, but yet it spins in reverse and forward when I put it into gear.

sounds like it may be missing the SS washer on the lower units splined shift shaft

Ayuh,.... Welcome Aboard,..... With the motor off, the prop should turn 1 way with a clickin' sound, 'n not turn at all the other way, when the drive is "In gear",....
