Low voltage

My 1989 Evenrude 15 hp Has 12.5 volts at battery but only 5.7 volts at starter. What can this mean?

Clean both battery connections and test again. If no-go..test. Follow red wires from switch back to wiring block on non-running motor with cables hooked to battery. Should have battery voltage (12.5) where thin wire connects to wiring block. Shift motor to forward or reverse so neutral safety switch is disengaged. Press start button and check voltage at wiring block (big red wire from switch)..should be 12.5v.

Visually check and ohm out your cables. Clean and tighten cable connections. Measure voltages at the key switch.

Check the starter button for full function (continuity) when button is pushed.
