Low speed adjustment

I have a 1972 lark 50hp, can someone please give me a straight answer on how to set the low speed jets. Manuel says start with 5/8 turn out on each one. Problem is, I read one article says you can’t set it on the muffs because you need the back pressure from the water, I got that, someone else writes it has to be in gear, another one writes it has to be in reverse. Please help, just need the simple answer, I don’t think evenrude would make it that complicated just to set the low speed jets. Runs great just a little sluggish on throttle up. 150 compression on both cylinders. Thanks in advance

At the dock.----Must have a thermostat in working condition.----Motor warmed up and in gear.----Adjust for smoothest idle.-----If motor bogs on throttle up.----Then open low speed mixtures 1/8th turn at a time.
