Low RPM on 2002 F9.9ELRA

Hello all,
I have a 2002 F9.9 with a 3 x 9-1/4 x 9 prop pushing a 16' Lowe Bass striker aluminum boat with a total weight of around 800#'s. At WOT my RPM's only get to 3400-3600 and from what I see in the manuale it should be 4-5000 RPM. I changed the plugs and will change the fuel filter. My question is - Should I be hitting 4-5000 RPM and if so what should I look at that may be the problem?

I thought 4 strokes were suppose to run 6K not 4-5k.
has this set up ever ran higher RPM?

16 ft boat running only a 9.9 hp is under powered.
what is the boat HP rating

I bought the boat used with this engin on it and i believe the max HP on the boat is 65. The 9.9 runs like a top but I don't understand why I can't get the RPMs in the max range. The linkage on the remote and carb seem to move to max positions so that shouldn't be an issue.

well apparently I was wrong on the WOT RPM
all you can do is get a smaller prop to up the RPM.
too much load on a small motor.
a 50 hp would be a lot better on that boat

That's what I figured but I was hoping to get a few more MPH out of it and run it the rest of this year and then try to move up to something bigger next year. Right now she's pushing around 7MPH loaded with the two guys and gear and I was hoping to get a little better. Maybe asking too much.

Sorry, I grabbed the wrong picture. these are the specs of the F9.9
