Low power in gear

Please help! In neutral my 1997 Yamaha Inshore 90 will rev to 4900 rpm. When I put it in gear it won't go above 2200 rpm with WOT. Changed fuel connectors (all) replaced fuel hoses, cleaned fuel filter and fuel/water separator, checked fuel pump - tiny leak but no tear in diaphragm. Bled carbs. Checked spark...might be a TPS sensor but I don't know how to check that....any thoughts? Oh, new gas also

first, in neutral there is no load. reving it in neutral does nothing and proves nothing. simply because it takes less then the fuel that would fill a gnats belly button to run the motor at idle without a load

under load, your motor needs fuel...... I would go back to the carbs and start by cleaning them
