Low power in gear

Please help! In neutral my 1997 Yamaha Inshore 90 will rev to 4900 rpm. When I put it in gear it won't go above 2200 rpm with WOT. Changed fuel connectors (all) replaced fuel hoses, cleaned fuel filter and fuel/water separator, checked fuel pump - tiny leak but no tear in diaphragm. Bled carbs. Checked spark...might be a TPS sensor but I don't know how to check that....any thoughts? Oh, new gas also😊

first, in neutral there is no load. reving it in neutral does nothing and proves nothing. simply because it takes less then the fuel that would fill a gnats belly button to run the motor at idle without a load

under load, your motor needs fuel...... I would go back to the carbs and start by cleaning them
