Low idle issue in Neutral & In Gear

I have a 1990, 90 Hp Mariner 3 cylinder Outboard. In idle and once put into gear the engine tends to idle rough and then stall, but only in water. Dry land ear muff/ hose running, it runs fine. I took the carbs off and placed them in a sonic carb cleaner solution. The throttle down take off works great now, but I am having trouble with idle or low idle in gear while in the water. Anyone have any suggestions

When you reinstalled the carbs, you're supposed to link and sync them. This includes setting the idle speed, and adjusting the idle mixture screws. You are supposed to do this in the water, because it could run perfect on muffs and still not be set to run properly in the water. The link and sync procedure is in the service manual for the motor. Not in the owner's manual.

And you need to adjust the mixture and idle screws.
