Low Idle Adjustment. 1977 Evinrude 115hp

I have a 1977 Evinrude 115hp outboard motor. The motor runs great at high speeds and out of the water on the trailer, but at low idle speed it quits or will not get enough gas to keep it idling. The throttle cable linkage also has issues. It does not seem to really get gas until it is throttled all the way down. We have replaced the plugs and fuel line as well as put a fuel filter in. New battery. How would I go about adjusting the low speed idle and the throttle cable?

Worked on old cars but never boats.

Disconnect the throttle cable at the engine end. Start the engine when the boat is floating normally in the water. At idle, put the engine in gear. Set the idle screw in the spark advance lever so that the engine idles between 650-750 rpm's. (In gear) Once that it set, then adjust the throttle control cable to meet the stud on the spark advance lever-re-tighten the throttle cable.
