It sounds like your lower shift cable may have piled up inside the casing guide (where the lower shift cable connects to the shift lever linkage on top of the engine). This sometimes happens when the outdrive won't shift out of forward and excessive force is applied to the shift handle. It could also be simply jammed or possibly broken. Do you know if the lower shift cable has ever been replaced or serviced? The process of installing, adjusting & lubricating a new cable linkage is quite meticulous and requires some special tools. If the cable needs replacing or recalibrated, the outdrive will need to be removed. These are critical adjustments and proper shifting will depend on them.
