Loss of power

I'm having a problem with my port engine where it will start revving up and down between 3500 and 5000 RPM at WOT. normally I'm at about 6000 RPM at WOT and can get the boat on plane with one engine. If I stop and shut the engine down for about 10 minutes the issue stops. This has happened twice and I thought it might be my water separator but that doesn't seem to be this issue. Is this something I can fix or should I call in a pro.

any suggestions at all? BTW the engine is a 2000 Mercury 200HP Saltwater 2 stroke with a carb.

Fuel restriction maybe? When the problem occurs does it help if you squeeze the primer bulb?

No, unfortunately squeezing bulb doesn't help. I was thinking the same thing. Thanks for the suggestion.
