Loss of power above 3500rpm

I have a 87 Bayliner Capri 2.3L OMC that runs well until I get above 3500rpm. If I do short runs (less than a minute or two) at 4000 or 4500 the engine appears to run fine. Longer than that it will get to 4000 or 4500 and then drop a few hundred rpm's and then rise and then fall again. It feels like someone is tugging on the stern trying to hold it back. Timing and Dwell are in spec and the advance is functioning properly. This occurs regardless of the number of passengers on board. Any and all suggestions are appreciated.

It's a Fuel Delivery Issue......<br />To Start,<br />Change the Filters.....

It Could be Anything Between the Tank,+ the Carb..........<br />Including the Tank, Or the Carb.......

The fuel filter/water separater was changed at the start of the season or roughly 40 hours ago. This is the first year I have been buying fuel on the river so I will change the filter once the flooding from Francis subsides. If it is the carb, is there a place on-line to get the carb kit? Thanks for the replys...

I am also banging my head coasts fine until I hit 2500RPM it feels like it is tied to tree have had carb rebuilt installed ,in line filter ,replace water seperator and all fuel lines.still going on helpppp

budman,look at the post on 260 prevortec engine.I been fighting the same problem for 2 months now.Hell, I dry dock the boat.
