I am not familiar with that particular boat, but suspect that if you go in the forward cabin and don't see the under side of the deck, then your boat has a liner in it and the nuts are behind the liner. Or the cleat is put on with screws which you need to replace with bolts and a good backing plate. If you have a liner, I would cut a hole in the liner with a 4 inch hole saw and then you will have access to the under side of the deck.. then you can properly install the cleat with bolts and a backing plate. the get a 4 inch inspection cover and install it in the liner.. good luck
