A 1984 70 would be a looper. As a matter of fact, ALL OMC/BRP 3-cylinders are loopers.
Loopers are generally considered to be a more efficient design, having to do with the way fuel is introduced into the combustion chamber. It literally loops on its way in. A crossflow is just that, the fuel crosses the combustion chamber on its way in from the intake ports and out through the exhaust ports (after it is ignited and burned (mostly)).
