Looking for info on Lucas engine speed limiters

I have a 1993 Cruisers Rogue 2530 with a a Volvo Penta 570 DP. I'm unsure of the year of the motor/drive. It has a Lucas speed limiter installed on it. I'm looking for information on how this device works or more importantly what exactly it does. I'm questioning my WOT rpm and wondering if this may be the cause. I'm fine with the lower rpm as long as it is not damaging my engine. I know running too low of rpm at WOT can cause damage to the engine by laboring it. Obviously the props are a possible issue or even incorrect tachometer. From the "bible" I was provided with this boat when I purchased it 3...ish yrs ago, the props seem to be factory original. I find it hard to believe if they are factory pitch that there would be an issue here. If I remember correctly my WOT rpm should be about 4400. It seems to max out between 3000 and 3100. At that rpm I'm doing about 40 mph (GPS), which seems like it would be a normal top speed for the boat.

I'm attempting to attach a picture of the engine/drive info. I'm not sure how to read the information on the tag.

If Lucas, The Prince of Darkness built it, then the smoke has been let out.

It isn't a common add-on accessory for boats. Is there a model number or any identifying info on the limiter?

Never seen a speed limiter (governor) on a boat. I have seen them on trucks.

Can you disconnect and check RPM?

GA_Boater, I don't recall seeing much for info on the device I will have to look again and take a picture I do have the installation instructions from Volvo, but that is all they are. No info about it.

Lightwin 3, I would imagine I could try that. Especially since I have the installation instructions. There are only 3 wires.
