Travbl, It sounds like you will be trailering the boat. if so, you should consider outboard power. A sterndrive motor will add considerable weight to the rig, and make trailering, launching and retrieval more difficult. In addition, sterndrives require a whole bunch more maintenance than outboards. This maintenance is quite expensive if you have it done, and I estimated that if you are a DIY person, the difference in maintenance cost between the outboard and a sterndrive is about $300/year plus many hours of your time.
A 2 cycle outboard will consume more fuel and oil, than a sterndrive.
BTW - I think your budget is adequate. You should find many good boats for that kind of $$. Try to buy a freshwater boat, as they have an easier life than a salty.
