Looking at a used boat

I am looking at a 1990 25 foot searay weekender its 27 ft. end to end but the questions is in a test drive at full throttle it would only reach 21 mph, at 4000 rpms, it has a 5.7 350 io it felt like it was plowing but the motor was really strong.what could cause this. and what should the boat be able to cruise at.100 gal gas tank almost empty, stove sink toilet and bed.I would like to hear any opinions
