The limit sender should turn off the hand throttle switch so the engine is not trimmed up to far when the engine is running. If it is working you should not be able to trim the drive to full up using the throttle handle control, only done by using the trailer switch. The trim gauge sender just shows you where the trim is if it is working correctly

There is a sender and limit switch. They are on opposite sides of the bellhousing. The sender goes to the gauge if you have one. The limit switch keeps you from raising the drive too high while the engine is running.

If the wires are broken and the trim button 'up' still works, I suspect that the connections to the switch within the engine compartment have been joined together, thus bypassing the switch. It is best to have a functioning trim limit, as you really do not know where the outdrive is and operating the boat at speeds with the outdrive trimmed up too much can be a bad thing.

best to replace and calibrate rather than leave as is.
