The water that gets discharged from plants isn't the same water that cools the plant, if they aren't using some other coolant. They use a heat exchange to cool. It's a closed system, so basically think of a radiator that is cooled by water rather than air. The fluid in the radiator circulates through the engine (in this case power plant) and cool water flows past the radiator like air does in your car. So the water cooling the radiator isn't exposed to the plant in any way. The systems are monitored very closely for contamination and for steady pressure. If there was a leak, the pressure of this closed system would change. <br /><br />Hope my oversimplified explanation helps some...
