why is it that kids can operate a under 12 ft and under 10 hp boat unattended [by a license or adult] if they complete boat safety course.? Why can they operate a boat while a licensed person is supervising them? Why is this rule for boats not cars?

it is a very old rule, that in my opinion needs to be updated. there was far less boat traffic, when these were made.
