kicker shaft length

When purchasing a kicker do I measure from the top of the transom to the bottom of the hull where the motor will actually sit or from the top of the transom to the bottom of the keel? Most of the folks in my area that have a similar boat use a 25 inch kicker but by measurment it appears the 20 will work. Thanks for any help.

3 kicker requirements:

1. Mounting and operational/stow positions do not interfere with the movement of the main engine.
2. Power head has to be high enough so as to not get swamped by following seas under any operational condition.
3. Propeller has to see the slipstream meaning the full prop diameter has to be below the bottom of the boat when operating. So, if you have a deep V, the farther you mount it from the center of the boat, the higher up on the transom it will mount.

The longer the shaft the easier it makes 2 and 3.
