I own a 2008 Key West 186cc. The deck has not drained correctly since the day I bought it brand new. Anyone else having the same issue?

What do you mean by correctly? If it's some backwash through the ball valves with some weight at the back at rest, it seems to be a more-or-less common event for boats with scuppers right at the water line. Certainly true for the Scout. Here is the position and type of my valves (seen either side of the engine just above the lower set of arrows -- this pic is recycled from another thread.)

Or is it something else? Let's have the deets!:)

yup what Scout said.....fairly common issue with alot of boats....manufacturers play a tug of war with deck heights....the lower you can make the floor the higher the freeboard in a boat which is a desirable thing....except the lower you make the floor the closer the drains are to the water line causing some water to flow back in at times.....more details if its something else you are talking about

I am not having issues with water coming in. The problem is the water will not drain out. The only way the deck will drain is if I stand on the very bow of the boat or step off the boat.

Does it drain while underway? Sounds to me like your drain valves are closing (as they should) when the boat is stationary in the water and there is weight in the back of the boat. These valves closing keeps water out, but also does not allow water to drain.

If that is the case then you would not want to be in the boat anchored up in the rain or if a wave came over the side or bow.
