Kawasaki 650 TS Low Idle Problem

I have a 1990 Kawasaki 650 TS that will not idle at low RPMs. I have rebuilt the carb and fuel pump, added the block off plate for the drain valve, replaced spark plugs, new gas and cleaned the reeds. To get the engine to run after sitting for an extended period, say a couple days, I have to pour gas into the cylinders and then start it, sometime 2-3 times, to get the carb primed. Then it will run great at high speeds and as long as the idle screw (not the low idle mixture screw) is set high it will continue to run and start back up again while on the water. The problem is that it won't get down to the point where there is no wake, it will idle for a short period then die. When I removed the reeds one looked perfect and the other had some rust and gunk on it that I cleaned the best I could but still doesn't look as good as the other. The only ideas I have left is the one new reed or a new low idle mixture screw. Any help would be greatly appreciated. Thanks
