Johnson with bad fuel line?

Not sure if this is the right forum...Johnson 50 with external portable fuel tanks, lines are about 4-5 years old, intermittent problem with motor surging and or stalling (like its not getting fuel)unless you pump the fuel bulb. Any chance the fuel line off the tank is bad? Have switched tanks/fuel/fuel filters, still happens some times.

pumping the bulb says either fuel pump, or dirty carbs, more fuel pump.
