Johnson Starter rope wont re-coil

I was on the water and my starter rope wont recoil. Im new to the boat scene, however, i do believe it may be the starter spring? Please help me out asap.

First off, what are you looking at?

Year. (plate with model and serial should be on clamp bracket).
