Johnson primer solenoid sticking

I’ve got a late 90’s Johnson 25 HP. I’ve had some issues with the primer solenoid over the last couple of years but never really understood how it worked, so this spring I studied it a bit and I think I understand how it’s supposed to operate. Last year I would take the cover off the motor turn the red valve to open and pump gas in then close it and put the cover on and I would be good to go. Because this is on my pontoon it makes it a hassle because not only do I have to remove the motor cover I also have to raise the sun deck on the back of the boat and it’s not real easy to access. I wanted to get that operating correctly before I put the boat in this year so I had my wife push the key in to see if I could hear it click and I did not. I then removed the wire from the solenoid, hooked up my meter and had her push the key in again. It would go to 12 volts for about 2 seconds and then back to zero. I think she may have been having trouble with holding the key in correctly so I believe I have power going to the solenoid when the key is pushed in. I took the solenoid off and hooked it up to battery in my garage and it would click. I did that about 4 or 5 more times and the clicking got less noticeable and then stopped. I took it apart and put it back together and the same thing happened. What’s happening is the plunger will operate correctly for about 5 -10 cycles and then it slowly begins to stick open until it eventually remains stuck open. I tried cleaning it out with carb cleaner but it continues do the same thing. Is there a way to fix this or is it time for a new solenoid? Thanks for the help.

can you take out the plunger polish it apply a light coating of silicone- teflon lubricant ??

One of two things. Either the coil is on the way out or the return spring needs replaced.
Coil should read 5.5 +/- 1.5 ohms
