Johnson H9497666; NO water from tell-tale

Hi.
I am working on a 2006 Johnson 6 hp, serial H9497666 which had been submerged.
I have the system running again but no water coming from the tell-tale hole.
The owner says water never came out of that hole.
So, my question is, should water be coming out the hole or not?

The carburetor tells me this is a 2004, not a 2006.
The only tag on the engine is H9497666. The tag indicating J6XXXX is missing.
So, are the four-strokes supposed to pee the same as the two-strokes?
