Johnson '93 Engine Trouble

I am having Problem with my 40 horse Johnson motor. (Bass tracker 1993) The engine sounds like it is cutting out or something when I hit about 18. Occasionally it decides to work and I can get it up to 25 MPH. could it be water in the gas?? Or a spark plug?? HELP APPRECIATED!!!
