johnson 9.9 idels but stalls when you give it gas

I have a 1996, johnson, 4 stroke outboard that starts fine, idels great. As soon as you try to give it more gas it stalls. It seems like it is getting flooded. I have read threads somewhat similar for hours but nothing that matches my issue. I have already removed the carb and cleaned twice. I have tried to pump the ball to see if it helped and it does not. I have used my buddies fuel tank and fuel hose with no change. It appears not to have a fuel filter. Any reccommendations on what to check next?

Usually it's just the opposite....lack of fuel. Chase that problem and you may succeed. Before you rip everything apart, you might run some Sea Foam through the engine and give it time to dissolve some crud you may have in your carbs. Might look up "decarb" in the archives and do that.
