I have a simple question.
Does a 1979 electric start 9.9 charge the battery? If not what can I do to make it charge a battery?

If it is a true electric start from the factory, yes it should charge the battery. If it is not charging, the rectifier may be bad. This is the round metal thing about the size of a 1/2 dollar that has 3 yellow & one red wire coming off that the wires are connected to a terminal bar behind your fuel pump.
