Johnson 70 HP TLESB spark on only 1 cylinder

I've been trouble shooting different ignition parts on my Johnson 70 model TLESB , it went from running good to a no spark situation on 2 cylinders. The ignition coils are 1-2 years old and check out good with the ohm meter , my power pack is about 3 years old , i haven't checked that yet . I'm getting a consistent reading of 163 volts coming out of the stator , the shop manual states it should be 250 volts or higher . Also the spark will not jump the 1/2" gap on the one cylinder . Besides the ohms and the volts are there any other ways to check the stator ? Does this sound like a worn out stator or should i check the 3 year old power pack ?

As i'm installing the new stator would it be a good idea to clean up the magnets on the fly wheel while its off ? Is there any particular way to do it ?

Not a good idea to clean magnets !---There is no need for that.

Sounds good , i hope the new stator fixes the problem , if not i'll be looking at that power pack i put in 3 years ago !

Is the flywheel spinning properly to generate spark, yes , no or do not understand the concept ?

Yep , i understand the flywheel has to turn (spin) fast enough to generate a charge to the stator . The motor turns over very strong and the battery is showing a full charge. I keep a trickle charger on the battery most of the time. When i'm testing the stator its not showing any ohms and was only putting out 163 volts consistent , the shop manual states it's suppose to be around 480 ohms with an out put of 250 volts.. I hope i'm on the right path , the new stator just came in last night , Over the last few years i've replaced all the coils , powerpack , plugs , wires etc.
