Johnson 50 hp problem

My motor runs fine sometimes. But other times when I go to full throttle the motor will respond and then it will slow down and then rev up again. When I pull back on the throtle it will run ok. If I wait a while it will run fine again for a while the the same thing happens again. I would appreciate some help on this. Someone siad it could be trash in the carbs.
