johnson 40 hp vro going forward in reverse

Hi, I bought myself a bit of a project boat last year and I've been working in it. I took it out for the first time over the weekend and thankfully it didn't sink :)
However, when I put it in forward gear I was just getting high revs and no movement and when I put it in reverse gear it would go forward.

I've had no experience with outboard motors and I have tried to do my research but I figured I ask the question myself as other questions were slightly different to mine. Is it worth me trying to sort this or could this been an issue that's not worth the time and money to repair?

Any info and advice would be great!

Are you sure that the cables are hooked up properly ?-----The shift cable is the first one to move.

Detach the cables and try manually. It may have the wrong controller.
It runs so it could be a keeper

Sorry for not getting back, been busy with work. I'm heading out to the boat tomorrow and will report my findings.
