Johnson 4.5 gas leak

I have a 1980 Johnson Sea Horse 4.5 (J5RCSS) with an integral fuel tank. After shut off, or when not running but with the gas shut off open, gas drips out of the barrel of the carb and subsequently into the boat. It really runs out if you work the throttle when the motor is off and the gas is open.

My best guess is that the fuel pump bladder is bad (previous owner claimed to have rebuilt the carb recently and gave me the old parts but some parts look new--including the fuel pump bladder--so I'm not convinced all parts were replaced).

Is this a fair guess or is there some other issue that could cause this? Any advice before I rip the carb off and have a look?

I would do a carb. kit for starters. Get is as clean as you can. Sounds like the needle isn't closing completely. Best of luck. Rick.

Two issues here I think.

Firstly no fuel should leak when the fuel tap is shut. The tap has no replaceable parts so a new tap is called for! (389701, $45, ouch)

Secondly if fuel drips from the carb then the needle valve is not seating or has not been installed properly.
It may be not seating because there is dirt in it or because the float is not adjusted properly or is in some way defective.
A new needle valve assembly includes the needle, the valve body, the gasket and a little clip that hooks the needle onto the float arm. (678882, $6.50 )

There is no fuel pump or bladder so any unused parts you have are because the kit used contained parts for other models.
