Johnson 1979 235hp inner exhaust cover gasket question

I have a johnson 1979 235hp and I am trying to put the inner exhaust cover gasket on the block. It also has two o-rings that are placed here as well according to the manual. The gasket I have that came with the set is not cut out large enough in the the spot for the smaller of the two o-rings that are called for. Can the o-ring sit on top of the gasket surface or does it have to go inside the hole?
