Johnson 1979 235 inner exhaust cover gasket and the two O-rings

I have a 1979 235hp that I am building. I found a brand new block, so that is what I am working with. The inner exhaust cover gasket I have seems to have some questionable issues. some of the bolt holes don't completely line up when the majority of the other bolt holes do line up. Also when the majority of the bolt holes are lined up, the small o-ring area of the gasket is also off set a little. I think once the bolts are placed and everything is lined up it should work, especially considering the large flat surface area that I am working with. I do need to make sure the smaller holes in the middle are not blocked.
As for the two O-rings, The hole for the smaller o-ring though is also not big enough to fit inside the gasket hole as to not overlap on top of the gasket along the edges of the gasket hole. Is this going to be an issue for this o-ring to sit on top of the gasket like this? I am not sure if it is just a bad manufacture job of the gasket and want to know if anyone else has run into this issue and how I should proceed. Also, what is the best way to get both O-rings to stay in place while mounting the inner exhaust cover? I was going to use just a little dab of children's Elmer's stick glue or perhaps a dab of gasket sealant.
