Johnson 1966 80hp

I have replaced the plugs and wires, cleaned and rebuilt the carb, replaced points and fuel filter. The motor runs great and smooth yet when I took it out for test run it will not get up in speed, troll around great no issues but can not get up on plain. What may be going on and what do I need to do?
