Johnson 150 Shift Rod Height

Greetings,

I have a Johnson 2004 150 hp (J150PXSRB) and I am replacing the water pump for the first time after just purchasing the boat. The shift rod adjustment in the Johnson service manual indicates that it should be 26.75? from the gearcase surface to the shift rod hole. Is that the bottom, center or top of the hole? Currently, the center of the hole is just over 26.75?

It's the center of the hole with the g/c in neutral.
