Johnson 115hp Need to lift motor off transom to install steering cable...Questions!

Hello,
Motor is mounted on 1980's Ranger Bass boat. I'm replacing the steering system on it because the old cable is bent (the opening for cables & wires does not line up with tilt) Since the old cable was already bent/kinked I pulled it out of tilt tube( with the help of a brass drift and hammer). Clearly, I cannot install the new steering cable without moving moving the motor up/over to get the cable in without binding up on me. I also need to ream the tilt tube before the install.
One of my questions is should the stern bracket need to be full fully closed before lifting off transom (with engine hoist)? My boat trailer is very low and I can't lower the motor completely without the skeg hitting the ground. Will lifting the motor without lowering it all the way damage my tilt/trim unit, or anything else. Any advice appreciated

It will balance better all the way down if you are going to just slide it over. Jack up the trailer or pull the wheels up on a couple of wood blocks. Did the cables on my1990 tracker nitro a few years ago and just had to slide it over a bit. 175 hp and I moved it by myself without a lift, just my human power.
