Johnson 115 Trim switch

I have a '97 Johnson 115h outboard.
All was well today, until suddenly my trim went out, both on the throttle control and on the controls located on the engine itself.
If I hold the up button, it will rise VERY slowly. Down works a little better, but the motor sounds like it is groaning. It is definitely not working properly. Where do I begin? Safe to assume, since it is both controls, that it is a motor issue, not a wiring issue?

I replaced the relay's, as I was advised that may be the problem. That did not help. If ANYONE has any ideas, I would be most appreciative.

Are you certain you have enough hydraulic fluid in the lift/lower cylinders?
