jetting 9.8

I have a tohatsu 9.8hp 2 stroke.
many 9.9 outboards can be easily converted to 15 by changing jets or replacing carb.
can I boost my tohatsu 9.8 to 15hp? Easy job for an O/B mechanic?

Nope, 9.8 is the farthest that will go, 9.9 is a different animal which can be upgraded to a 15 HP.

Not even 1/4 of the hoof, 9.8 is 170 CC, 9.9/15 are 250 CC. Different blocks, thus horses...
