Jetski got emerged under water for an hour

My friends family had a jetski which they ended up just giving to me for free because of the numerous problems they had with it. Personally I think they just didn't take very good care of it. Anyway, they would keep it tied up at their dock in the harbor. One day when the tide got real low, the jetski creeped under the dock and got stuck. When the tide came back up, the jetski was stuck under water for at least an hour (thats what they told me). Since then, it doesn't even turn over and acts as if something is seized within the motor. The starter clicks but doesn't turn (even with a new battery).

Is the motor completely shot? I haven't had time to really diagnosis it yet but I'm curious as to what some people think... thanks

If they never got the water out of it its most likely a frozen block of rust especially if it was saltwater but even fresh water will rust it up. Pull the motor out and disassemnle it. First soak it in penetrating oil so you minimise the chances of busting bolts.
Depending on what motor and make the motor can run anywhere form 600-1200$ for a rebuilt short block. it may be worth fixing if the electronics are ok
