Jet Foot Grill Rods

I had jet intake fins put on a couple of weeks ago and bent them up after hitting a rock, so I am just going to take them off, but I am confused about what you put in to replace the two long bolts. I figured you would just put the bolts back on with a spacer on each side, but I tightened the bolts as tights as they would go and there is still about a half centimeter gap on each side. Does anyone know if this is normal or is there something else that holds the grill grates in. By the way it is a 110 mercury jet if that helps. Thanks for your help.Here are some pictures.

before the fins were put on, a pin used to hold the grates in that had to be knocked out with a punch for repairs to grates. You could use SS washers to take up the slack in your bolt rods. BUT! I would either strighten the fins out or buy new ones. They are not that expensive. They help get more water to your pump, help with your high speed steering, and really helps your low speed control. Plus if you need to repair the grates the bolt is not as hard to remove as the pin. Good luck.
