j120tlend alarm continuous but cannot find failures anywhere

I have a 1992 Johnson 120 V4. Ran fine a few weeks ago. Now warning alarm stays on continuously and loudly as soon as the key is turned on. Just steady beep. Before this it would do the normal chirp when the key was turned on. I tried several things I knew of and read in the forums. I tried disconnecting both water temp sensors, oil tank senso, pretty much every wire one by one but it just stays on. I checked grounds. I put new thermostats and water pump in and ran it for 20 minutes but it never skipped a beat. (the alarm was on before putting in the parts). The old water pump was in good shape too. The water is pumping fine, doesn't seem too hot. It's running good other than the alarm. I didn't take it on the water as I don't want to do any damage if something is indeed wrong. Does the power pack turn the alarm on? Can it be the circuit is stuck on? Any suggestions???? I hate to spend a lot on an old motor. It was supposed to have only been in fresh water since new so I don't think salt buildup is an issue either. HELP !

The alarm is defective.
