Issue with throttle?

so I put my lower back on my boat then put theottle cables on engine. Pretty sure those are right. Then I tested the throttle but putting the handle on (its all hanging on the floor) and moved handle any way and went back and was able to spin prop freely both ways. Im not aure whats going on. Any advice would be great.

Try shifting it at the motor then you can at least narrow down if the problem lies in the drivetrain on the shift/cables/control

Disconnect the control cable that comes up from the out-drive. You should be able to push and pull it to shift Fwd-Neutral-Reverse. Pulling on a cable will not hurt it unless you use a ridiculous amount of force. Pushing, on the other hand, can kink a cable so, be careful, try pulling first, That should shift into Fwd. You can test that by trying to turn the prop in REVERSE. It should not turn. They gently push back to neutral. Prop should spin freely. Then push on cable to get into reverse and prop will not spin forward. This is the basics. You have to get it working by hand before you can troubleshoot the control cables.
