Is water suppose to come out of this hole?

I'm not sure if water coming out of this hole is ok or not. It's an 85-89 125 Force combo outboard. Exhaust does come out but water also sprays out too. Is this normal?

Shut it down if water is NOT coming out there with the exhaust
