Is this the fuel pump?

I have a 1974 ( I THINK) Sears TED Williams 7.5 HP Model # 21758890 with a fuel problem. The motor idles ok but boggs down badly when throttled up. I tried squeezing the fuel primer bulb and the motor died instantly.Anyway i was told to check the float for sticking which i did and it was. While i had the carb off i found a small rubber red cone shaped thing with a rectangular hole in the end. This rubber piece is sandwiched between the reed valve block and the mounting face of the carb. This rubber piece has a large jagged rip in the wall of it. Is this the fuel pump? If it is does anybody know where to get a new one. I am new to outboard motors and any help would be most appreciated. Thanks Dave

Call sears parts center for parts on Ted Williams motors. They still stock most parts.

Thanks for your help guys. i just got done ordering a new fuel pump element right from the sears website. Boy was i shocked to find out that they still stock parts for a 27 year old motor. My ted might be a "junk" motor to some, but i can still get parts for it!!! Thanks Again, Dave
