Is this the "black goo" from my stator?

Stator checks out fine with tests, and boat charges. I'm replacing the reg/rect right now as it did not test okay, but the jumpy tach even when directly connected to the stator makes me think the stator might be bad too. You can see the black hard stuff and it looks like it came from where the wires exit. A couple of the reg/rect bolts under the flywheel had it too.
