Is this overpriced?

I found this on C/L, is it a good deal or is it overpriced? I realize it will be alot of work to get it going, but I am wondering what the most I should offer for this is.

Let's see- the motor won't start because 'it needs a tuneup'. What the heck does the fact that the oil is clean have to do with anything? I can change the oil in any old motor with a cracked block and it'll have clean oil in it.

Can't start the motor, so don't know if it's okay or junk. Don't know if the outdrive is okay or junk. What about the boat itself- do you have the experience to determine if the transom and stringers are solid or mush?

Far as I'm concerned, there're one too many zeroes in the asking price.
