Is this a sign of a stuck carb float?

Thanks to all who replied to my earlier message about my Honda 90's issues (runs rough between 1000-2000 RPM, and I can smell gas during/after use).

As an experiment, with the engine shut off, I squeezed the fuel line bulb a number of times to see if pressure in the fuel lines would expose a leaky hose or coupling. When I did this, a stream of gas started coming out of the #2 carb (this engine has four carbs; #2 is the second from the top). None of the other carbs or fuel lines leaked.

Being fairly new to this, I'm not sure what to make of it, but I wondered if this would indicate that the #2 carb is stuck open?

Thanks in advance for any ideas!
