Is this a good engine Tohatsu 2012 15 HP manual short shaft? I can get it for $1500 approx 4 hrs

At such bargain price go for it ASAP. Same 2021 model costs near double. Does 4 hours stands for the clocked run hours from out of the box ?

Check it out good, around here all used engines have "only 4 hours", if you know what I mean. The oil should look new, both in the motor (if 4-stroke) and the lower unit. Try to determine if the prop or lower unit has been repainted.

If it's a 4-stroke then I doubt it would run smoother than the old 2-strokes. I would still much prefer a 4-stroke, but those old 2-storkes were soooo smooth.

So I got the guy down to $950 we got it started but it was very hard idol and we couldn’t get it back started. He said it hasn’t run in quite a while so I don’t know if somethings stuck in the carburetor varnish or bad gas needs to be flushed out but we tried to start it was good gas. Any ideas?

Well, it won't start, so maybe get the price down some more yet. And likely will need a Proper carb cleaning.

As suggested above, a non-running engine is a total crap shoot, use that to your advantage on price haggling. You can make an educated guess as to what's wrong if you're familiar with engines, but no guarantees. Sometimes judging the character of the seller can tell you as much or more than looking at the motor itself.

If it has been sitting, attack the carburetor first. Ultrasonic cleaner if you have one, carb cleaner and compressed air through every hole and jet (wear goggles). Beware the rubber parts, carburetor cleaner can make some of them swell and not fit. Especially o-rings, for whatever reason those little buggers like to swell right up when hit with carb cleaner. If it doubt, order some new ones ahead of time.
